State of the Union이라는 연두 교서에서 ‘state’는 국가나 주라는 뜻이 아닙니다. ‘현황’이나 ‘상태’라는 의미죠. ‘Union’은 ‘연방’이라는 의미니까 미국을 가리키는 겁니다. 미국 50주의 모든 주지사가 1년에 한 번씩 하는 비슷한 연설도 있는데 그것은 ‘State of the State’이라고 합니다. 미대통령이 이 연설을 할 때 항상 바로 뒤에 앉는 두 사람은 (항상 대통령하고 같은 당인)부통령과 하원의장(하원에서 다수권 갖는 당의 대표로 뽑힌 Speaker of the House)입니다. 그러니까 하원의장은 민주당과 공화당 중 어느 당이 다수권을 갖느냐에 따라 달라집니다. 그래서 대통령이 두 정당 사이에 의견 차이가 있는 쟁점에 대해 이야기할 때 하원의장이 대통령과 다른 당 출신일 경우 부통령과 하원의장의 표정 차이가 드러납니다.
